Thank you for being a part of Windows 10 Technical Preview testing. This issue might occur because of various reasons.
Since HP Pavilion series have Ralink RTXXXX 802.11b/g/n WiFi Adaptor in it, Microsoft shall not. Above said driver is the latest updated driver for Windows 10.
Incorrect power settings.
Out dated network adapter drivers.
I would suggest you to try the following suggestions and update the results.
Method 1: Change the power settings of Wireless adapter.
a) Press Windows and X key together and select Device Manager. b) Locate the Network adapter and expand the driver icon. c) Right Click on the Wireless adapter and click on Properties. d) Navigate to Power Management tab and uncheck the option that says “Allow this computer to run off this device to save power”. e) Click on OK. Check if this fixes the issue.
If it still persists, please go to method 2.
Method 2: Currently Windows 10 Technical Preview drivers are not available for your model.
I would suggest you to uninstall the current drivers and install the Windows 8 drivers in compatibility mode.
